About this Database:
Rules of origin are used to implement measures and instruments of commercial policy
such as anti-dumping duties and safeguard measures; for the purpose of trade statistics;
for the application of labelling and marking requirements; and for government procurement.
Such issues are addressed by the Non-preferential Rules of Origin.
At the same time, most of the Regional Trading Arrangements (RTAs) have their own
specific Rules of Origin which are agreed upon by the participating Members. These rules are generally referred to
as Preferential Rules of Origin and vary from agreement to agreement. This database
attempts to devise a system through which the user can see the different Rules of
Origin across all the covered RTAs and the WTO non-preferential Rules of Origin
in a user-friendly manner.
Notes for Users:
- This database covers only a limited number of RTAs and cannot be considered as a comprehensive source of all RTAs. Please click on "Full Agreements" to see the list of Agreements covered by this database.
- Users may read all the Product-Specific Rules of Origin
(PSR) only in conjunction with the full text of the General Rules of Origin for
the relevant agreement as well as other notes.

While all precautions have been taken to ensure that the information presented is
correct, users are advised to refer to the original texts for all legal purposes.
- While searching for the PSR, please note that wherever
the HSN Code has "ex" as a prefix, the entire chapter at the two-digit
level shall be displayed to give a full picture to the user.

In the event the user enters a HSN Code at a higher level (8-digit) and there is
no PSR at that level, the system shall automatically display the PSR at the level
at which it exists (which could be 6 or 4 digit level in this case).
- Users may note that all the sections indicated on the left menu may not be contained in all the RTAs.
